Grant giving programmes South Islington is changing rapidly. As the older population is moving out of the area, new communities, notably refugee and asylum seekers, are moving in. The polarisation between the richer parts of the borough and social housing is marked. For the Foundation this can mean that older communities often need additional support as their families no longer live locally. Newer residents, such as those from Somali, Kurdish and Bengali communities, are developing their own organisations. Local schools report that up to 100 languages are spoken by pupils. The funding environment changes constantly. In the past five years central government has provided funding through programmes such as Neighbourhood Renewal Fund, Children's Fund, Single Regeneration Bids, Education Action Zones, Health Action Zones and EC1 New Deal. Many of these sources of funding for local Islington groups are for purposes laid down by government. The money has to be spent to achieve specific targets and requires detailed reporting. This can mean directing organisations to more appropriate funding or providing match funding. The Foundation ensures it is not replacing or duplicating statutory funding. Our grant making aims to help organisations meet their objectives. Our flexible reporting regime is informed by organisations' aims.
